Unlike normal PC games that will run on lower frame rates, both the Rift and Vive require a constant 90 FPS to work their VR magic and keep people from becoming motion sick. So while Oculus says a GTX 970 is the “recommended” graphics card, it's really the minimum if you want a legitimate VR experience.

970 is good enough to do VR, however it will dip below 90FPS in some games and you'll enter reprojection, which isn't ideal. If you want to get your feet in VR then by all means go ahead, however a 1070 is far more suited to it.

The 970 will be fine 'IF' you are prepared to lower graphical settings for some games in order to increase frame rates. This will become more of an issue as the years pass. It is a virtual certainty that three years from now, you will be toning down the graphics of all new games to get them to run at a high enough frame rate (90 FPS in VR) with a 970.

They say that a 970 is perfectly fine for VR gaming, and that it is only a myth that is is too weak for real VR gaming. I have noticed that most VR players however tend to push the requirement for gpu waaay past what is necessary, for ego reasons probably.

I initially used it on an old 7970 ghz edition and then for some time with a 970. ED tan very well in vr at almost max settings. TBH there was no perceptable difference turning the settings down a notch to maintain the 75fps. Genuinely its the vr itself. Vr when done properly is so incredible, the graphics take a side step.

well I cant when in VR and that pretty much makes gaming in vr with gtx 970 useless. my system is i7 4790k 16GB RAM and GTX 970 vr here in DCS is out of reach unless I upgrade my video card, which is what I think anyway?

Yes a 980 will be fine for VR. Before I purchased my 1070 I was still rocking the 770 and I was able to get 80% of the games I tried to run smoothly. And with the standardized minimum of a GTX 970, all the games are developed for around that hardware mark. You should be totally fine to run pretty much anything.

My overclocked GTX 970 is currently not powerful enough to keep 75fps in most of my favorite demos on my DK2 so I'd seriously doubt that it would be good enough for CV1. The Crescent Bay demos are running on single 980s, and those demos are highly controlled and most likely more optimized than any full games we'll see at release.

If you prefer to use a laptop, you will need to find one that is powerful enough to run your VR system. Here are the minimum requirements for a VR-ready laptop: GPU: NVIDIA GeForce FTX 980, 1050 Ti, 1060, 1070 or 1080. (RTX 2060, 2070, or 2080 would be better) CPU: Intel Core i5-6300HQ.
